Eligibility Requirements
To be eligible for a Humphrey Fellowship 2023, applicants must:
- Be a citizen of an eligible country
- Possess a bachelor’s or first-year university degree
- Possess at least five years of professional experience working full-time.
- Demonstrated leadership qualities and a record of public service in the community
- Limited experience in the United States
- Demonstrated English Language ability

Application Procedure
Candidates who are interested must submit an application through their nation’s Binational Fulbright Commission or the U.S. Embassy’s Public Affairs Section.
Applications must contain:
- Complete responses to all questions; English essay submissions must completely address the prompt.
- Two English-language letters of recommendation, one from the applicant’s present employment.
- English-language official transcripts; make sure that any transcripts supplied by the applicant are valid, official records. The courses taken and grades obtained must be listed on transcripts. Only if the transcript does not provide evidence that the degree was obtained are diplomas need to be uploaded.
Selection Criteria
Following national selection, nominations are examined by American independent review panels, and the J. William Fulbright Foreign Scholarship Board makes the final decision about applicant approval.
The U.S. Embassies and Binational Fulbright Commissions will update candidates on their status after the Fulbright Foreign Scholarship Board has given its approval.
